Every registry has some identification number. In the USA, PADS 
relies on the SSN. While SSN need not be required in the USA, NRC as 
well as many states have the requirement that the facility must be 
able to identify and differentiate one individual from another. HIPPA 
Rules apply. Confidentiality is assured, be it electronic or hard-
copy.
