70Bq was not selected; it is a conversion and round down from 2nCi. I'd
guess that if the limit had been set in Becquerel's it would have been
50 or 100.

I believe the original question related to the scientific/technical
basis
for the 70Bq level rather than the administrative/bureaucratic basis.
Why
was 70bq selected-- as opposed to 10, 50, 100, or  63.749 Bq ???
