What do you mean by "mysteriously missing or perhaps stolen"?

Subject: [ RadSafe ] IAEA Printed Material Stolen?
I would like to pose a security question concerning printed IAEA material
(IAEA Publications).
If IAEA downloadable and printed material like TECDOCS and SAFETY SERIES is
mysteriously missing or perhaps stolen then what can we conclude from the
security point of view?
What actions (if any) must follow?
With Appreciation
