I believe we had such a discussion a while ago.

I share the belief of those who were willing to accept
some off-topic postings (typically they drift away from on-topic issues)
since this brings some life into the list. I may not like all of these postings
nor do I agree with what some of them suggest, but in general I am
grateful to those who take the time to post a comment, the amount of
list traffic and contents suits me just fine. Take away from the list the comments
of the top 4-5 posters and what will remain from it.

On the other hand, server space is cheap nowadays so setting up
an alternative radsafe will be no great deal, so if enough people
would want it it could be easily done - if Marcel does not feel
like managing one more list, I believe I have seen some unused
mailing list resources I am paying for together with my website
so I guess I could also do it (but I have yet to check if the hassle
won't be too much, I don't know that now).
