[ RadSafe ] Graphite SWAG Answer

Apologies if someone has already given a legitimate answer to this thread.

If you want to generate electricity, you need water to heat to turn 
turbines. If you put graphite between the water and the turbines you lose 
efficiency for power generation.  However, the Pu production doesn't really 
care what you do with the heat.  One wouldn't expect graphite to be better 
for Pu production, but a loss in electrical output  wouldn't be a big 
surprise, at least to me.
