Penner said he expects metallurgy to enable direct turbine rotation by superheated helium
in a few years. Non-reactive helium, although very low mass, apparently could, with
very high pressure at very high temperature, skip heat transfer steps and carry the energy direct from pebbles of U, thorium, silicon, etc,
Is this something an Iran or N Korea could use without our fearing plutonium to AQ?

If you want to generate electricity, you need water to heat to turn
turbines. If you put graphite between the water and the turbines you lose
efficiency for power generation. However, the Pu production doesn't really
care what you do with the heat. One wouldn't expect graphite to be better
for Pu production, but a loss in electrical output wouldn't be a big
surprise, at least to me.
