[ RadSafe ] News: No funding for earth penetrating nuclear weapon

Having lived at the (potential) receiving end of American nuclear weapons a
few decades ago, I naturally have difficulty understanding why some
westerners feel its OK to have a defense strategy that plans to pepper a
rogue nation's territory with nuclear surface blasts, while leaving its
despotic regime unharmed in some deep bunkers.
This is a great concept for adding injury to injury on a population that has
suffered most directly under such a regime's rule.
It seems to be based on the same odd reasoning that opposed US missile
defense from its inception.
I guess its hard to treat myopia when you're not even aware you've got it.

It is nice to see that Congress occasionally can do something sane, logical,
and reasonable. I hope such behavior  becomes habitual!
