It's the latter. All about the $$$. On the other hand, to meet INPO 
goals there has to be consideration of dose, but not necessarily 
based on risk. The key to reduce dose is not to perform significant 
maintenance by maintaining a well-operated plant and don't keep re-
building the plant after every design change comes along, as was the 
case in the 70s and 80s. The result is the lowest plant doses ever, 
as recently documented.
