agreed on #1. saves me from writing all that increased risk and likelihood stuff.
again this is an increased likelihood assessment with the swab. a negative result simply means the level of exposure is within certain limits( 0 to some other low level of particles) should it have occured. based on other survey results such as surface wipes, early dosimeter reading for particle dep etc would give reasonable assessment of likelihood of intake. should the individual be a mouth breather nasal swabs would be misleading and variable in that the nasal passage would be a basic surface if dealing with true aerosols.

A couple of things to remember about nasal swabs...

1. They need to be performed right away. Waiting for a medical
examination may very well lead to a false negative result. 

2. Be careful about using nasal swabs as a no go for bioassay, because a
negative result means nothing. Only a positive result is diagnostic.

I am trying to determine if there are any Radiation Protection
organizations (i.e., DOE or commercial power)  that are allowing their
radiation protection personnel to perform nasal swabs on those persons
who are thought to have an intake of radioactive material?  Is this
procedure considered to be a "medical procedure?"

In our facility, the HP Tech hands the swab to the individual and has
the individual do the swabbing.  We don't consider it a medical
procedure, but we don't actually do the swabbing either.

The HP technician then performs the various radiological measurements on
the sample, and we do an internal dose workup from that point.

I think that RMC use to teach this to HP Tech's and while it is a
"medical  
procedure" it is not considered an invasive procedure hence "medical
technician 
 types" do them in the hospital setting when they are done. One can
assume 
that a  properly trained HP Tech even one that is not a "medical person"
could 
do these  given the purpose. I have no idea if this is addressed in any
NRC 
regulations  but I've asked my former RMC co-workers the same question.
