In Belgium the Association Vinçotte Nuclear (AVN) is the only Licensed Inspection Organisation (LIO) responsible for inspection and safety assessment of the nuclear power plants: it is also in charge of most of the fuel cycle facilities, research institutes, universities, medical and industrial facilities as well as other smaller installations.
I read in the IAEA site that Mr  André Vandewalle  is the contact person for further information for this accident. 
I found his e-mail avw at avn.be
The questions made here for many colleagues I think can be addressed to him for clarification
