You're absolutely correct. If somebody is drinking undiluted leachate from a landfill, more than likely they've got far greater problems to worry about than tritium ... even at several tens of times the EPA drinking water standard.

Stewart--Please note that the leachate tritium concentration you cited
was measured prior to release to the environment.  There is no evidence
suggesting human exposure pathways exist anywhere near that
concentration.  As far as ebaY is concerned, there is an excellent
reporting mechanism available to bring the illegal transfers to their
attention.  All you have to do is 'report' the seller via a link on the
seller's item page.
