I participated on a conference call yesterday in which an EPA representative indicated that a DRAFT of the new PAG manual (including both drinking water PAGs and the process for determination of long-term cleanup levels) should be available in the next few months. As of right now, EPA 400 is still "the" official guidance.
The FR notice and document that you reference simply indicates that DHS now intends to apply the existing PAGs to RDD and IND incidents ... and includes what you'll soon see from EPA as far as drinking water and long-term cleanup are concerned.

and that it was to be out by years end. Is there a new and better EPA 400
and how can I get a copy of it.

Is this the "new and better EPA 400? Is is it a supplement or interpretive
guide to EPA 400? None of the Above?
