You emissions method setup (design) and validation (testing) should be
driven to meet, at a minimum, the regulations that control your use of
radioactive material.

Federal (NRC) License ?  Agreement State License ?

There's NRC Reg Guides available 'on line' which may be of assistance; do
note those designated for Nuclear Power Plants tend to be a bit overkill,
but still provide valuable guidance for "Effluent Monitoring".
