Jim,
Obvously this was not suppressed very well as everyone
seems to know about it.  Maybe a better phase would be
"achived due to lack of funds."  Of course, it makes
better press when you can say that there is a
conspiracy to cover things up.  That is what the
anti-nuclear people do all the time.
