I think Kansas is on the right track.  By making it a law, it publicizes the
fact that deadly force is authorized, and lessens the likelihood that the
person being shot is just a 'nuclear protester'.  The provisions of 10 CFR
73 don't get a lot of play in the popular press, and outside of the staff of
Wolf Creek, few would know of its existence or content.

Radsafers - - seems to me that . . . . . .

One of  the unintended consequences is that the worst thing that could
happen is for security to critically wound a nuclear protester who went out
to "test the security."  Shooting an unarmed civilian would be the media
circus of the year.

On the other hand  . . ..

happen is for security NOT to critically wound a nuclear protester who went
out to "test the security."   Allowing the antis to get close to the
facility without serious shooting would be the media circus of the year,
since it proves nuclear security doesn't work.

It sure seems like this is a no-win for the security force.
