[ RadSafe ] Isotope shortage

The problem is that the NRU reactor is over 50 years old, and required
some maintenance.  AECL and Nordion were supposed to have the new Maple
1 and 2 on line 10 years ago, and to decommission the NRU.  However, due
to problems with the Maple Reactors, they have been unable to get an
operating licence.
