Correct me if I am in error but exempt concentrations relate to posession
and not to disposal. The fact that an item is exempt does not remove the
requirement that the material be properly disposed. I ma not aware of any
garbage landfill that would knowingly allow disposal of an "exempt quantity
source".

The NRC has fought this battle a number of times to define DeMinimus levels
of radioactivity and the environmental nuts force them to back off.

The exempt quantity of Tc-99 is 10 uCi in USA, NRC 30.71 Schedule B.

Anything less than that is a landfill disposal item.

Being a low energy beta emitter, you would have to be right on top of it to
detect it with a sensor. 84.6 keV average beta would have a range in air of
1 foot.
