If the client has a license, then all radioactive material in his
possession is licensed material.  He can't just say "Oh, it's exempt -
never mind."  Refer to 10 CFR 20.2001.  It's not reportable under 10 CFR
20.2201.

The exempt quantity of Tc-99 is 10 uCi in USA, NRC 30.71 Schedule B.

Anything less than that is a landfill disposal item.

Being a low energy beta emitter, you would have to be right on top of it
to 
detect it with a sensor. 84.6 keV average beta would have a range in air
of 
1 foot.
