According to NRC, Fort St. Vrain was shutdown on 8/18/1989 and has completed decommissioning. There are also references on the NRC website to Fort St. Vrain operating from 1981 - 1989.  See NUREG/CR-6839 (http://www.nrc.gov/reading-rm/doc-collections/nuregs/contract/cr6839/)

A local anti-nuke is claiming that extra cancers are occurring around 
the Fort St. Vrain nuclear power plant. If I remember correctly, that 
plant never operated. Did it ever even go critical? Info about this
