[ RadSafe ] Port gets dirty-bomb detectors

I'm assuming that the purpose of monitoring in port areas is the
disruption of commerce that would result from such an event, especially
if it occurred in multiple ports simultaneously. Picture the port strike
of a couple of years ago, at several locations at once.

         Perhaps somewhat more to the point, what would be the purpose
of putting a dirty bomb in a shipping container, and (presumably)
rigging it to explode in the port area?
