I have tried to get this report, but without success. I have even 
tried to buy it for $5 from the Social Science Research Network 
(SSRN) website. It is not actively listed by title or author, but 
seems to know it exists. with "unknown title". I joined the SSRN , 
but when I tried to buy it, it won't  let me checkout.

Do you have a copy you can e-mail to me?
