[ RadSafe ] RP issues with recovered uranium

Dear Radsafers
 
I had a look at ASTM C1462 - Specifications for enrichment between 15%
and 20%.
There is no difference in the specifications whether commercial grade
enriched uranium metal is made from "fresh" natural uranium or recovered
uranium.  I am specifically thinking about the RP issues associated with
U232 and some of the fission products.  Can one assume that the RP
hazards will be on the same level whether it is made from fresh or
recovered uranium (taking into consideration one complies with this
standard - U232<0.002ug/gU)?
