         Perhaps it's not a "NEWS" instrument.

         Mangano is a nut.  For example, he says, "Nearly 200 [Calvert] 
county residents die of cancer each year . . . . '  What does "nearly" 
mean?  I wonder what the actual figure is.  Under entirely different 
circumstances I once saw someone change 176 into 200 by saying 
"roughly."  How big of a change has Mangano made?
