[ RadSafe ] NYC permitting of detectors: NYPD proposes some changes.

A) I agree with other commenters that this law appears wholly  unnecessary, 
and B) see the "snip" from the regulation below - are they wanting  to permit 
every hospital's portal waste monitors (because that's why they have  them - to 
monitor their waste before it leaves)?
