I agree with Phil Smith that the simplest detector compared to the most accurate detector is desirable on a large scale incident. Inexpensive radiochromic dosimeters do this well, especially above the 50 mSv threshold. Perfect for first responders and the general public. The authorities can use their more sophisticated instruments after they respond.
DHS is also saying no funds unless an instrument can meet all of the new ANSI N42 Standards. This could prove difficult to many manufacturers.
