Like Haiti, Korea, the Dominican Republic, Somalia and Lebanon?
For decades, Africa has been considered to be in the European "sphere of
influcence".  A quick look at a map might help people understand why.  The
French, in particular, have been deeply involved in African affairs for
more than a hundred years.
Words continue to have meaning, that includes the word "only".

Unfortunately, we only "meddle" in places that have white people and/or
oil.  We don't seem to be "meddling" much in Darfur, nor did we meddle
in Rwanda in the 90's....
