Gary,

I don't think so. For one, regulations are specific in some cases and
vague references in others. ALARA is a philosophy and as such, can't be
delineated specifically into a regulation. If you recall, the NRC tried
to mandate ALARA in the regulations at one point, but couldn't specific
as to how to do that. ALARA as a philosophy needs to be broad enough to
allow for evaluation and implementation based on the circumstances at
that time, considering economics, individuals affected and other socio
factors. If asked, I'd expect that nearly 100% of professional polled
would not want a regulatory mandated ALARA program with specific factors
addressed.

For ALARA, one size does not fit all.
