it had already been pointed out, and this is just another reminder, that teratogenesis by definition refers to effects engendered IN UTERO. If the said paper -which I have not seen- was properly done, then the experimental exposures took place in utero, too. Hence any extrapolation of these findings would strictly be limited to births where the children were in utero in the Gulf War "theater" - of course in addition to the several other qualifications you and others have spelt out.
