An interesting alternative explanation:
"Es gibt Studien in Deutschland und Großbritannien, die für Kinder ein erhöhtes Leukämierisiko gefunden haben, die in Gegenden lebten, wo Kernkraftwerke geplant, aber niemals gebaut wurden. Dieses Risiko war in Art und Stärke ähnlich wie in der Nähe existierender Kernkraftwerke. Daraus kann man schließen, dass Kernkraftwerke möglicherweise bevorzugt in Gegenden gebaut werden, wo das Risiko für kindliche Leukämien aufgrund anderer, noch nicht verstandener Ursachen erhöht ist." p.24"
Translation:
"Studies have been made in Germany and Great Britain, which found an increased risk for leukaemia for children which lived in regions where nuclear power plants have been planned but never have been built. This risk was qualitatively and quantitatively similar to that found in the vicinity of existing nuclear power plants. This suggests that nuclear power plants possibly are built preferentially in regions, where the risk for childhood leukaemia is raised due to not yet understood causes."
