These articles point at all the relevant historical context.

The concept of Maximum Permissible Dose (MPD) probably entered the arena in the 1950:ies.

 

If I recall correctly, Taylor argued strongly against the threshold idea for stochastic effects

in a paper 1947 and that may be considered a milestone in the history of radiation protection.

The non-threshold idea had however been discussed for at least a decade before that.
