Please correct me if I am wrong, but apparently there is a political
explanation: By declaring CO2 a pollutant, the US EPA apparently empowers
the President to take unilateral action as he sees fit to fight the
'pollutant', circumventing the House and Senate, i.e. the normal
legislative process!  Will the President spring a surprise in Copenhagen?
