Medical radioisotope treatments are typically governed  under the regulation 10CFR35. Among many other limitations, this CFR also mandates that despite the procedure (dosage), the patient can not be released to the public until it has been determined that he/she will not give anyone more than 500 mrem total dose equivalent. This accounts for radioactive decay and biological elimination from the patients body. Risk to the public his held to a minimum.
