Nice tricky questions.

However for item 1, the answer could technically be infinite.  What prevents
someone from getting dose from multiple patients, i.e.,multiple family
members, friends, and even co-workers?

You can't count multiple decommissioned sites because you can only be on one
at a time.

Concerning question 1:

I don't think you can add different  allowable dose limits (500 + 100 
= 600 mrem) since the 500 is really a maximum that includes all exposures.

If so, since the NRC allows members of the public to get 25 mrem per 
year after a site cleanup, the total would be 625 mrem.
