Scott, actually the original question by Rick Hanson had nothing to do with RCAs or power plants.
Rick is with the Counter Terrorism Operations Support Program with the DOE.  They operate out of Nevada Test Site and provide training for first responders of all types, to nuclear events and accidents.  Hence the original question of dealing with radon progeny response, from limited field instrumentation by NON radiological professionals, who have usually only the minimal training required to interpret results, let alone operate their instruments.  Remember, these individuals are firefighters, police, homeland security, Coast Guard and other security forces, and as such have many duties to perform in these events, field interpretation using limited instrumentation is usually the least of them.
