Dan,
Look for a relationship between dose level and difference, or work
environment and difference. Absolute shifts (consistent mrem difference
irrespective of dose) point to control subtraction issues, relative
(consistent % difference) shifts point to system calibration differences.
The fact that you are seeing the difference in some departments but not
others is worth looking into.

It may be that changes to some administrative aspects are causing a shift.
- Has the wear period changed?
- Any difference in the way control badges are being deployed or applied?

But, after all of that you might still not find a definitive answer.
Different technologies have different "sweet spots." (There is a 'glass half
empty' way to say that too.) Different systems can be well within
performance specifications but show different results. These differences can
be accentuated if you have a group of dosimeters irradiated to a narrow
range of fields. If you have good working knowledge of the radiation
environments, call the current vendor to 1) be sure that you have the best
product for your situation and 2) see if they have any ideas on the
differences that you are seeing.

Hi All.  I just realized that I misstated the facts in my original post.
What I meant to say was that the OSL results have been higher (not
lower) than the TLD results in some departments.  Sorry about the
miscommunication.

Hello RadSafers.  Our plant (nuclear medicine production involving both
reactor- and accelerator-produced isotopes) is seeing significantly
lower results using OSL badges vs. TLD badges, but only in some
departments.  For other departments the results are virtually the same.
Has anyone else had similar experiences at their facilities?

I know the 'dosimetry bunch' will enjoy kicking this one around.
