The University of Florida has a lightning research center located at
Camp Blanding Florida where they use a rocket and wire technique to
induce and direct a lightning strike to a known grounded location where
it can be studied. It would be a simple experiment to lay out an array
of TLDs and film around that point and take some measurements for cheap.
Probably even get some papers out of it. If someone has some TLD's,
readers, and inclination the contact is Dr. Vladimir A. Rakov

Alternatively, We could submit the idea to Myth Busters

Just a quick thought. Would a few rem fog camera film? (used to carry
a
film camera and usually had fairly sensitive color film.) Has anybody
had
experience with film fogging after a lightning strike on an airplane?
Not
as good as a badge, but it would support, or challenge the notion of
significant x-rays. Otherwise, has anybody had an environmental
dosimeter
register a surprise high dose rate (assuming a lightning strike nearby).
just looking for something that would register the xrays, or support the
fact that they aren't significant.
