I think the current uproar would be no different regardless of any PR campaign TSA would have rolled-out. The public perception is consistent and they simply are skeptical of any positive commentary.

TSA can also find many more true radiation experts to counter such claims, it is
obviously a PR failure for not engaging the public ahead of time.
