It is pretty amazing that the national chair of homeland security would not even know that the HPS is not responsible to meet his recommendations since they are not government funded.  But I do agree, there should be some education program implemented at the elementary level of education that goes over what needs to happen, but probably not to the extent that we had in the 1950's.
