This is the problem. We can and it scares the pants off of us. Throw in the fact
that they wouldn't mind to die in the process, it becomes a nightmare. Those of us who
have the knowledge best keep it secret.

That's my take on it. 

By the way I personally prefer RDD (Radiological Distribution Device) over "Dirty Bomb". 
There need be no explosives involved, as a 
matter of fact that would be a very inefficient way to "Distribute".

would such a scenario be a "weapon of Mass DESTRUCTION"- no not at all, it would be 
Mass DISRUPTION, the cost to economy could easily be 1 Billion US Dollars.
