Franz, you are correct regarding the authority of the ICRP. However, as
you state, regulatory authorities do take into account what ICRP proposes.
For example, the NRC in the USA is currently reviewing the implementation
of the ICRP proposals to be more consistent with the rest of the world.
Currently our regulations are essentially based on ICRP 30, so, we're
quite behind the times. Of course ICRP 103 was published in 2007, so even
ICRP 60 would still keep us behind some regulatory authorities. In any
event, Roy was simply asking when the ICRP first established the 1 mSv
limit for the public, and nothing more.
