Possibly they must have sent portable power supplies. The gaffe of sending 
"coolant" is one of those typical statements which may slip through unnoticed

Unfortunately, the State Department is probably not all that

I've been wondering about the idea of flying in "coolant" on a plane.
There are other sources of water that involve a lot closer that would do
well enough for cooling in an emergency.  When I first read it I
wondered if somebody wasn't being punked.

Fukushima I and II (12 reactors) are Boiling Water Reactors that use
light water as coolant.  Light water weighs a tonne per cubic meter.
