I believe you are correct.  I believe in an emergency one can add up to 25 
rem (lifetime) in addition.  In the Soviet Union they add a lot more.

I recall expanded casualty exposure limits as an established protocol.
Indeed, 5(N-18)_REM alone might allow 25 REM in the experienced worker
sub-population.
