My opinion only,
What is needed are "boots on the ground" radiation safety/HP technician
types with competence in high risk environments to perform sampling/surveys
and report on air/surface concentrations and ambient dose rates. These
techs can safely/accurately gather/report the data, provide it to the
appropriate experts who then can provide a fully informed rational
assessment of the hazards to the public and protective actions that may be
prudent.
Mobile decontamination units, count labs and WBC's would also be very useful
now and in the near term future.
I wish only the best for all those currently working to stabilize these
facilities. Conditions are very difficult for them.

That's why I tried to emphasize *workers*, to emphasize workers that are
trained, tested and certified to don and doff Anti-C's, waterproofs,
respirators, et cetera for working in contaminated work areas.
I would imagine that these workers will have to be somewhat competent
(IOW trained, tested, certified) at evaluating and controlling their
exposure, working, as they will be, with a much reduced and damaged
physical infrastructure, a foreign regulatory infrastructure and in a
foreign language.
