"It is interesting that they have not rigged a hose up to the area and
just turned on a spigot with a portable pump. Is the dose rate that
high?"

The dose rates, at one point and for a single measurement, on the ground
between Unit 3 & Unit 4, was 40 REM/hr. Because of the thick concrete
walls in the Unit-4 fuel pool and reactor building, this dose rate is
from skyshine alone!!!

The dose rates on the refuel floor are immediately lethal.

There are systems to remotely fill the spent fuel pool. These must be:
1. damaged
2. without power
3. inaccessible inside the reactor building due to dose rates, and/or
4. fire trucks (cross connected to the normal filling system) cannot
generate enough pressure to push the water to the 4th floor

Probably a combo of items 1,2,&3.
