"criticality" of what ?

Fuel in the reactor ?

Fuel in Sent Fuel Pool ?
  The SF is in an 'egg crate', one assembly per crate
  Purpose is to prevent criticality
  I do not know at what temp the SF racks ( egg crates) degrade

Two random thoughts---
1.   If criticality is not a possibility, why not just evacuate the area and 
allow the mass to melt. What dire consequences could occur? The process might be 
 a  reverse China Syndrome?
2. The US NRC should not become involved. Haven't the Japanese already been 
punished enough?
