The Michael O'leary I know of is the CEO of RyanAir, and well known for his
outrageous public statements. 

I checked the WHO website an cannot see anything strange about their FAQ's.

What am I missing?

I can hardly believe what I had to read this morning:
Michael O`Leary of WHO already knows that the disaster will have only local
consequences.
in german there is term for such behavior: vorauseilender gehorsam.
anticipatory obedience I invite you to google "WHA 12-40" and you can read
about how the WHO is connected to the IAEA.
