There was an attempt in Britain a few years ago to produce a definitive
report on the effects of internal radiation emitters. This was partially
driven by the ongoing controversy over the Sellafield childhood cancer
cluster. A committee was formed from a wide ranging body of people
ranging from Dr Busby on the anti-nuclear side through members of then
National Radiological Protection Board( NRPB, now the Health Protection
Agency, HPA) to Dr Wakeford of British Nuclear Fuels.

The Committee Examining Radiation Risks of Internal Emitters, CERRIE,
did produce a report but no actual consensus was reached. Two members of
the committee felt that the apparent results did not represent their
views and refused to endorse the conclusion. The report is available

It illustrates the difficulties in trying to reach consensus when some
members have an almost religious belief in their views. I suspect that a
full analysis of the LNT would come against similar problems.
