This was pretty close to an information-free article.  Given that
concentrations of isotopes can vary by many fold over distances of only
a couple of meters, especially when wind and water have density sorted
material, "...about 10 percent contained radioactive concentrations
exceeding background levels." Isn't surprising.

It is only marginally more surprising than if half the samples exceeded
the median value.
