Hello:
As a means to preclude beyond design basis events on fission reactor safety, the French (ASN) reports a proposal to augment the conventional defense-in-depth philosophy. The hard core concept is dimensioned to withstand hazards of a higher intensity that those considered in the existing baseline safety standards. The hard core concept is being considered for implementation in France and is part of their Fukushima Daiichi response.
