I checked the tour program. 

Who is paying all the costs of travel, hotels, per diem, buffets for participants, press conferences etc. etc.? 

In Austria we ´have at the moment a severe struggle in a parlamentary committee about illegal use of support money. The most used word in these cases is "bribary".
